Discussion and Adoption of WSHIC 2023 Water Conservation Plan


The Woodland South Hills Irrigation Board of Trustees will hold an open board meeting Monday,

November 13 th at the Francis Town Building, 2317 Spring Hollow Road, Kamas, Utah at 7:00 PM.

The purpose of this meeting is to provide information and an opportunity for company stock share

holders input, board discussion, and a vote for the adoption of the final approved version of the 2023

Water Conservation Plan as required by the Utah State Division of Natural Resources, Water Resources.

This meeting will be open to all Woodland South Hills Irrigation Company stock share holders.

Woodland Estates – Short Term Rentals Notice



Short-Term Rentals are NOT Permitted in Woodland Estates by County Ordinance.

  • Short-term rentals (defined as a rental agreement for less than 30 days) are prohibited under Wasatch County Code 11.08 which reads as follows:

    “Property may be considered for use as a short-term rental only if (1) short-term rentals are specifically allowed in any CC&R’s which apply to the property and (2) the property is located either in a zone which short-term rentals are a permitted use or a conditional use or in a development for which a Development Agreement that has been lawfully approved by the County specifically authorizes short-term rentals.”


·         Property in Woodland Estates does not meet either of these requirements, and it is not possible to meet those requirements unless and until the County were to change it’s zoning regulations. ( i.e. the current “Preservation” zoning of Woodland Estates does not allow short term rentals as either a permitted use or a conditional use; and therefore the Owners Association could not legally implement a CC&R that would circumvent this county ordinance). 

·         Accordingly, Woodland Estates cannot and will not knowingly aid owners in breaking this law, makes no warranties, and assumes no liability in conjunction with any individual owner’s illegal rental activity. Any damages committed or incurred by a renter in conjunction with illegal rental activity are the sole responsibility of the renter and the individual property owner.

  • Accordingly, if you are a property owner and are impacted by illegal short-term rental activities of others, the proper recourse is to contact the Wasatch County Sheriff’s office directly. 


·         Accordingly, if you are a property owner who is doing short-term rentals, please know that you may be reported to Wasatch County law enforcement. The Wasatch County Sheriff may provide a citation to the property owner for each day that the renter remains on the property.

Updated Mail Center!

This fall we had participation from many of the community to add an addition to our Mail Center. This project was to provide a more secure location for packages to protect from weather, wildlife and potential theft. This project spanned several weeks, received some donated supplies, purchased supplies from the WEOA association budget, and many hours of donated time and energy! Thanks to everyone that contributed in the organization, construction, and beautification of our new addition! Feedback has been very positive, even received from our local mail carriers!

Special shout out to Tomi and Mike McCarthy for leading the project and all the volunteers that saw it to completion!

Fall HOA Meeting

Please join us at the Francis Building, 2317 South Spring Hollow Road, Francis, Utah 84036 on Saturday, Sept 24th for our annual fall meeting. Books will be available for review at 8:30.

IMPORTANT: There will be some Volunteer Community Projects immediately after the meeting that we will ask you to join us for!...The primary project will be the expansion and upgrades to the Mail Center!

After the completion of the Community Volunteer projects, the Board will be hosting a community BBQ with hamburgers and hot dogs for volunteers and their families starting at 4pm down by the newly expanded Mail Center.

!! MAGNESIUM cHLORIDE rOAD aPPLICATION !!

2022 application to roads will be on Tuesday, July 5th. The roads to be treated this year: Woodland View Drive to the back, down Red Fox and Riverview drive. There will be grading, the roads will be wet down, treatment applied. Please try to limit activity on these roads on the 5th to avoid any damage to your vehicle, pets or self.

Magnesium Chloride Road Treatment Schedule of Events

Dust Suppressant and Road Base Binding Agent

 

-        Tuesday June 28th – Thursday June 30th

New road base material will be applied to the most offensive portions of the roads to be treated.    

 

-        Friday July 1st – Monday July 4th

Wet roads with water truck, grade, and rake.

 

(The goal is to repair washboards, potholes, etc. while leaving a soft sponge like road base to best receive the magnesium chloride, driving on roads during this time should be avoided as much as possible.)

 

 

-        Tuesday morning July 5th

     Wet roads again prior to 9 am when Magnesium Chloride is expected to         arrive, treatment will take less than 1 hour.

 

(Following treatment residence are advised to drive all over the roads in order to best ‘pack in’ the treatment.  Please plan on driving at or below the 15 MPH speed limit for the first 24 hours to keep the new material on the road and avoid it from caking the inside of their wheel wells and the the outside of their vehicles.)

Many thanks to our community member Kevin Wilson for donating the scrap 8'“ Culinary, Irrigation, and Drain pipe that the water company, along with a couple of additional volunteers from the community in Sean Smith and Tom Ross, were able to utilize this donation to replace and extend a failing portion of the Riverview irrigation ditch/pipeline that crosses Sky Galli’s property. This replacement has increased both capacity and pressure for irrigation users of this line downstream from the Galli property.

Well Test Drilling & Site Prep for New Culinary Supply Well

As we continue to see more building permits for the construction of new homes within our community, and these new builds start to take shape, we also inch closer to surpassing our water pumping capacity to maintain the required volume of tank stored water at the top of our system. The State Division of Drinking Water mandates that we maintain a minimum of 60% capacity in the tank, which we estimate puts us about 3 more water hookups away from surpassing our ability to meet this mandate. As many owners know from discussions in previous semi-annual meetings, this is a high-priority project for the water company. After nearly 2 years of work, from a selection of an Owners Association Board approved site, to the creation and submission of a preliminary evaluation report and the drilling specs governing drilling of the new well. We have received test drilling permits from both the Utah State Division of Water Rights and the Utah State Division of Drinking Water. These permits will expire on November 26th, 2021, therefore work has begun on the preparation of the site for the arrival of a drill rig on approximately September 15th.


Site Selection: In our search for an appropriate site, we were very fortunate to find there was one area of our community that would fit within our Source Protection Plan, as nearly every other location in the community would infringe upon a septic drain field of various residents lots. Something that is not allowable within either Zone 1 or Zone 2 of a culinary well. In addition to this site allowing for both Zone 1 and Zone 2 SPP submission, the hydrogeology of the location is ideally situated in line with the flow of the aquifer from both the Provo River and Bridge Hollow. Finally, whether it was the foresight of the community founders that platted the neighborhood, our just dumb luck, this location lies within an area zoned as green space with Wasatch County, therefore non-taxable acreage, and is community property of Woodland Estates. No individual lot owner’s property will be infringed upon by this new well site, nor will the most critical zone to our source protection plan, Zone 1, would lie within this green space to the north, and the preservation zone to the south of it.

Test Drill: Fingers crossed that this test drill works out. As our backup location that would be in the river bottom would be much more costly, as the aquifer is moving faster and the state would require us to construct a water treatment facility for that type of well. Our current method of batch chlorination treatment will still be allowed if the Bench Well were to go into production.

The current test drill calls for an estimated 20 gallons per minute production, by comparison, our current River Well produces 34 GMP, and the Mountain Well produces 13 GPM. The test drill is to determine GPM delivery, water quality, and water testing for certification for the well.

We hope to have all results back by our semi-annual fall meeting to be held at 9:00 am Saturday, September 25th.

Irrigation water availability

We have reached the limit of irrigated acres associated with our water right.

The request of adding non-irrigated lands to our irrigatable acreage can not be accommodated, as additional acreage can NOT be added to our irrigation water rights.

We are not allowed to use our irrigation water rights outside of the historically irrigated land as established per the Utah State Division of Water Rights.

The policy of the Water Co. has been, that if the ditch crosses your property and has been historically irrigated by this ditch, or your property lies below the elevation of the said ditch, then this water is available for your acreage.

Mountain lots with diversion pipelines crossing their lot and lots in elevation above ditch lines are not allowed per the Utah State Water Rights Division to take or pump water outside of these designated areas.

2020 Spring SEMI-ANNUAL GENERAL MEETING :                                                                                                                

The Spring semi-annual general meeting will be held on Saturday, July 18, 2020.  Books will be open at 8:30 a.m. The meeting will start at 9:00 a.m.  The meeting will be held at the postal center at the association gate opening. If the weather is bad we will use an alternate location most likely being the old Kamas Senior Citizen building.  Woodland South Hills Irrigation meeting will begin first, then we will finish with Woodland Estates Owners Association meeting. We will be holding a Work Day and Bar-B-Que immediately following the Association meetings.   

ROAD CAUTION:                                                                                                                                                                                                                    The roads are looking great and have had this years application of MagChloride. Please remember the speed limit WITH ALL VEHICLES! The work day project will be installing the new decking for the bridge. We will have to shut down the traffic over the bridge for the rest of the day in order to facilitate that. The boards are already treated and we are pre-drilling the boards in order to speed the installation process. We will need to have the attendees to the meeting that are planning on leaving after the meeting to park on the north side of the bridge. Phares Gines has given permission to park on his property. Use the road just before the bridge and his equipment parking area. The rest can park inside the south side of the bridge and around the mail center. We hope all can come and get involved.

Magnesium Chloride Treatment Postponed

~ 9:30 am 06/08 ~ 3 days of wet, cold weather is the worst case scenario for the road application of MagChlodride for it’s dust suppressant, road binding and hardening qualities. While several hours of road prep was accomplished in the sleet and rain over the weekend, by the time the sun rose today, it was evident that to get the optimal benefit for our investment, we had to cancel the magnesium chloride delivery.

We have rescheduled additional road prep for Thursday, June 25th, with the liquid treatment now to be delivered and applied on the afternoon of June 26th. The same sections of roadway as scheduled for the 8th will still be prepped and treated as originally planned.


06/06 - 06/08 Magnesium Chloride prep & application

Magnesium Chloride road treatment binds fine dust, gravel, and aggregates to keep surfaces stable and dust-free.  In addition, magnesium chloride treatment reduces road maintenance by creating a compact, dust-free barrier that holds road material in place through extended dry periods as soil moisture dissipates.

Our allocated road funds cover one annual delivery of liquid Magnesium Chloride with the quantity sufficient enough to cover over half of Owners Association roads. Below is a map indicating sections to be treated this year as well as the sections that will receive the treatment in 2021.

*Application notes: roads need to be wet, but not saturated, as well as graded and ‘opened up’ to receive optimal penetration into the road material. Compacting by vehicles after prep and prior to application is to be avoided, and driving on freshly treated roadways for 4 hours after treatment is discouraged as well. Please plan accordingly, and thank you for helping us to achieve the optimal effectiveness with the application of this road enhancement product.

SEMI-ANNUAL SPRING MEETING RESCHEDULED

Due to the current health alert, our semi-annual spring Owners Association meeting has been rescheduled for Saturday, July 18th at 9:30 am. However, we would still like to accomplish some volunteer work projects during June. More details coming on where to sign up for the "bridge re-decking & painting project" as well as several other "at your leisure" clean-up projects.

WINTER ETIQUETTE COURTESY RULES AND REMINDERS- 11/01/2019

Dear Neighbors and Friends —

As the years have passed, and we’ve had more and more people move into our lovely Association, it seems many of the “courtesy” rules that we’ve honored in the past have been forgotten. We’d like to take this moment to remind you of some of these rules so that we can continue to have a safe and inviting community. 1. While it is true that we have improved the steep inclines in the Association, making them wider and less steep, let us continue to honor the “one-lane” practices that we’ve used in the past for continued safety and courtesy. The slick conditions of ice, snow, and sometimes even loose dirt, still can impact the control a driver has of their automobile. When you approach the top of a hill, please STOP. Look down the hill. If there is a car approaching the hill, or already on the hill, please stop and make sure that car can safely traverse the hill before you start down. Also, if you are following a car, pause at the bottom of the hill and assure the driver in front of you safely arrives at the top before you begin up the hill. (If they get stuck and you’re right behind them, you’re going to be in a VERY bad spot!!) If you are driving up a hill and a car is coming down, please stop in a place well away from the bottom of the hill until the car safely arrives at the bottom before beginning to ascend. (Please note simple rules of physics: If a car loses control they will go in a straight line, and if you’re at the bottom of the hill . . . well, you get the picture.) THOUGHT: White cars are VERY HARD to see against the snow. Be careful!!

Our roads are quite narrow in places. If you see a car approaching, and you’re near a turnout, a wider place in the road, a driveway, or anyplace where you can scoot over and allow the other car to pass by, please do that. When you approach the bridge and the front gate areas, please slow down and take note of approaching cars. If you are on the south side of the bridge and someone is coming up the road, please pull over and wait for them to cross the bridge. There is a lot more room on that side of the bridge. If anyone is already on the bridge or in the “chute” leading to the front gate, please give them the right-of-way by pulling over until they pass. Pay attention to traffic way ahead of you, and prepare to be courteous. We realize these little kindness take a few moments, but think how much more time you’d spend if there was an accident.

2. Let’s talk speed limit. Our Association has adopted a 15-mile-per-hour speed limit on our Association roads. This means ALL vehicles; snowmobiles, 4-wheelers, motorcycles, cars, bikes, and even you fast walkers. There are many blind corners and difficult areas to see what is coming, and a snowmobiler going at 50 MPH is not going to fare well. Please abide by this rule. It will keep us all safe.

3. Please don’t let sled or slide down the Association roads. We have received numerous complaints about this issue. This was great fun many years ago when our roads weren’t as busy as they are today, but that is no longer the case. These “sledders” have been, for the most part, courteous to drivers and have gotten immediately off the roads when a car approaches; however, almost every time these children get off the road right in front of the driver, or downhill where . . . remember those laws of physics? Please consider how that driver is going to feel when they harm or kill someone that was sledding on the snow-packed roads. Perhaps a driver doesn’t see someone and a terrible thing happens. I can imagine all sorts of scenarios that we know “will never happen because we’ll be careful,” but isn’t that why it’s called an accident? Let’s make wise choices and prevent accidents. We actually live on the side of a mountain, find another, safer place to sled.

4. DO NOT PARK ON THE ROADS. This winter has been particularly noticeable on this issue, with cars parking at the Y between the hills, or at the bottom of the upper hill. This creates a hazard to drivers within our Association in any season. There has been a parking area prepared at the entrance to the Association. If your vehicle can not safely arrive at your personal property, this is the ONLY place authorized for parking. As an additional note, this is for parking ONLY. This is not for storage of your personal belongings. Please do not stop on the roads and unload your snowmobiles. Once again, if this can not be done on YOUR property, use the parking area at the bottom.

5. As I’m sure you’re aware, aside from the common lot, the Association is all private property. Please do not park on other people’s property without their permission, even if you think they won’t mind. Please do not snowmobile across other people’s property. If it isn’t your property, it is SOMEONE ELSE’S!! The pond at the dam is also private property. Please do not fish or trespass on that property without first obtaining the owners’ permission. We appreciate all the kindnesses that we show each other as neighbors in our Association. Please address these concerns with your family, friends, children, grandchildren, contractors, guests, or any other individuals that use or access your property so that we can continue implementing these considerations and courtesy rules in our neighborhood.

2019 FALL SEMI-ANNUAL GENERAL MEETING :                                                                                                                             

The Spring semi-annual general meeting will be held on Saturday, October 12, 2019.  Books will be open at 8:30 a.m. Meeting will start at 9:00 a.m.  The meeting will be held at the Kamas Senior Citizen Building. Woodland Estates Owners Association meeting will begin first, then we will finish with Woodland South Hills Irrigation Company. Attached is a proxy to nominate yourself for service on the board. There are 4 open positions on the board. The vote will be last on the agenda. We will be holding a Work Day after the meeting as long as the weather cooperates.  Minutes of the meeting will be posted on this website. We have sent out via e-mail a copy of the nomination form and a copy of the proxy for the vote. We will need to have the proxies returned by October 5th. The nominations will be posted on the website so you will be able to see who to vote for. All Nominations are listed in the “Members Access.”

If weather is bad we will use an alternate location most likely being the old Kamas Senior Citizen building.  Woodland South Hills Irrigation meeting will begin first, then we will finish with Woodland Estates Owners Association meeting. We will be holding a Work Day and Bar-B-Que immediately following the Association meetings.   Minutes of the meeting will be posted on this website and mailed with the annual assessment letters.

ROAD CAUTION:                                                                                                                                                                                                                    We would like to remind everyone that loose gravel moves when it is first applied.  The speed limit is 15 mph, and the speed limit applies to all motorized vehicles. (Cars, quads, motorcycles, snowmobiles, etc.)

PET COMPLAINTS:                                                                                                                                                                                                                We have had an increase in animal complaints. Especially about dogs barking all night, being unleashed or running loose. Dogs aren't the only complaints so we would like to remind everyone that it is their responsibility to keep or confine their pets in their property. Everyone has the right to drive, bike, walk or run on any of our roads without the fear or angst of being harassed or attacked by other members animals.  Utah State law states all animals, need to be leashed or confined within some type of deterrent such as a kennel, chain, wood, chain link, vinyl or invisible electric fence system.
